Measure M is an advisory measure intended to provide the Board of Supervisors
with an indication of how the citizens of Sutter County feel about the types
and level of development in the area of the South Sutter County
Industrial / Commercial Reserve (
Sample Ballot*).
On November 2, 2004 Measure M was approved with 59% of the voters voting for
the measure. This website is dedicated to providing the public with information
related to the implementation of Measure M.

Since the spring of 2007, the Measure M developer group has been making revisions to
the Sutter Pointe Specific Plan, preparing master plan documents and an environmental
impact report. These documents will be submitted to Sutter County for peer review and
once complete; will be presented to the public for comment. Below are copies of the
most recent land-use and phasing plans. Additional information will be forthcoming and

On March 29, 2007, Sutter County issued a Notice of Preparation for a Draft Environmental
Impact Report for the proposed Sutter Pointe Specific Plan. A complete copy of the Notice

On July 31, 2006, the Measure M Group submitted a Specific Plan application to
Sutter County. At this time the proposal is being analyzed by County staff. An

On June 27, 2006, the Sutter County Board of Supervisors adopted Resolution
No. 06-048 authorizing the County Administrative Officer to execute a contract on
behalf of the County with EIP Associates to perform peer review on development
applications in the “Measure M” area.
On January 31, 2006, the Board of Supervisors accepted General Plan Amendment
Application No. 06-02 filed by the Measure M Group and directed staff to process
it. Although the application was signed by property owners controlling roughly
6,400 acres, the Board initiated a General Plan Amendment covering additional
lands to increase the development area to roughly 7,360 acres.
It is anticipated that a Specific Plan application will be submitted during the
spring of 2006. That application will provide greater project detail and include
components for zoning, infrastructure such as roads, utilities, schools, flood
control, as well as project financing. The applicant is also preparing an
Environmental Impact Report (EIR) covering both the General Plan Amendment and
Specific Plan applications which will be submitted for review. The County plans
to retain consultant services at the expense of the applicant to complete peer
review of both the project and the EIR. Once the review process has been
completed, the project will be scheduled for a public hearing before the Planning
Commission for their consideration after receiving public comment. The Planning
Commission will provide a recommendation to the Board of Supervisors who will
consider the matter and take final action after addition opportunity for public
comment.
