The Office of Emergency Management is responsible for planning, response and recovery
activities associated with natural and man-made emergencies and disasters throughout
the County and coordination of those activities with Local Agencies,
California Emergency Management Agency
(CalEMA) (Spanish) and the Federal Emergency Management Agency (FEMA).

Sutter County Drought Information
Sutter County, like the rest of California, is in the fourth year of extreme drought. The Board of Supervisors has
declared a state of local emergency and is asking residents and business to voluntarily cut back on water use by
20 percent. A Sutter County Drought Task Force has been formed to monitor the situation, advocate conservation,
and prepare for response to developments.

Local Hazard Mitigation Plan (LHMP)
The purpose of the Local Hazard Mitigation Plan (LHMP) is to assess risk to natural hazards,
implement actions to reduce future losses, and maintain eligibility for federal
mitigation funds in accordance with the Disaster Mitigation Act of 2000. Partners
with the County in this planning effort include the Cities of Live Oak and Yuba City
and several special districts. Another benefit of this Mitigation Planning Update process
is to enhance the floodplain management practice of the cities and county which can help
reduce the costs of flood insurance to residents of Sutter County, Yuba City and Live Oak
through participation in FEMA's National Flood Insurance Program’s Community Rating
