The Yuba-Sutter Juvenile Hall is a 45 bed detention facility for offenders under
18 years of age. Although some minors may be serving commitments, the majority
of minors detained in this facility are pending Juvenile Court proceedings.
The Maxine Singer Youth Guidance Center is a minimum security facility for 48 male
offenders and 12 female offenders. The primary objectives of the Youth Guidance
Center are community protection and the redirection of delinquent behaviors. The
philosophy of the program is to assist each juvenile, and their family, in
developing a sense of achievement and personal responsibility through exposure and
mastery of a wide variety of experiences. Comprehensive services are provided to
both residents and their families. Community services work projects are undertaken
and the Wards work closely with local schools and civic groups. Specialized program
elements include anger management, negotiating and resolving conflict, drug
awareness / recovery, life skills, victim awareness, character counts, building
assets, recreation and physical training, family services, mental health counseling,
education and construction technology.
The Guidance Center provides programs up to one year along with Aftercare
Support provided by Yuba and Sutter Probation Departments. The program
includes a furlough period allowing the minor and their family to adjust to and
prepare for the minor’s return home. Review Hearings are held
before the Juvenile Court Judge. Non-compliance with the program can result in
termination from the program, an extended stay within the program or a return to
the Juvenile Hall facility. Exceptional behavior may reduce a minor’s time in the
program.
