Currently, the rivers and levee systems are operating within design parameters.
Increased runoff and releases from reservoirs have raised the level of the
river. However, this is normal for the large amount of rain we are
experiencing. The Levee Districts, Reclamation Districts, and Sutter County
Emergency Services are continuing to monitor the situation. For more

California's eRecycle Fee

When you purchase a new TV or computer monitor,
you will be charged a recycling fee of $6-10,
depending upon screen size.
This state law is designed to help create the
nation's first eRecycling program. We'll keep
harmful materials from millions of discarded
electronic devices from ending up in landfills and
in our water supplies. So for a few dollars, we
can help protect California's environment, and
help keep us all a little healthier.

Disposal facility in Marysville will process any

Children & Families Commission Seeking New Program Ideas
The Sutter County Children & Families Commission is seeking
program ideas
from the community that would benefit children ages 0-5 and their families in
Sutter County.
Proposed programs must address needs identified in the Commission's Strategic
Plan. Copies of the plan and Concept Paper forms are available at the Commission
office, 1527 Starr Drive, Suite O, Yuba City or on the Commission website. Applications must be submitted by 5:00 p.m. on January 20, 2006.
On Thursday and Friday, November 24 & 25, most county offices will be closed in observance of the Thanksgiving Holiday.

Sutter County Museum Christmas Events - Volunteers Needed!
The Sutter County Museum is hosting a range of Christmas events this year with a
little something for everybody. Volunteers are especially needed to help out with
the following events:
Decoration Day, December 8:
We need volunteers to arrive at 9:00 a.m. to help decorate the Museum with fresh
greens and decorate the big tree. Everyone is welcome for as long as they want to
stay. Wear casual clothes and bring gloves. Bringing hand pruners to trim branches
is a good idea too.
We are also in need of evergreen clippings / prunings. Folks can leave them
behind the Museum in the week prior to Decoration Day.
Trees & Traditions Day, December 10:
Trees & Traditions is a festive gala that many people say is one of the top
holiday events our community offers. The theme this year is The Character of Home.
Tickets are $30 each and are available from Museum Commissioners and at the Museum.
The event runs from 5:00 p.m. to 8:00 p.m. There will be food, music and mingling.
Open House & Children's Program, December 18:
December 18th is the Open House and Children's Program. John Carter will entertain
musically and there will be story telling as well. Cookies and cider will be provided.
The event runs from 1:00 p.m. to 3:00 p.m. and is free and open to all ages.

Flu season is here…Get your flu shot!

The flu is a contagious respiratory illness caused by the influenza virus.
Flu can cause mild to severe illness and sometimes even death. Every
year 36,000 deaths are attributed to the flu in the United States. The
best way to prevent the flu is by washing your hands often, covering
your nose when you sneeze or your mouth when you cough AND get a flu
shot each year. The flu can be very serious for children, senior
population and for people with certain medical conditions. The Sutter
County Health Department is now offering flu vaccine. Please see the
attached flu clinic schedule and come get your shot!
Sutter County Job Fair 2005

Sutter County Employment Services is holding their bi-annual job fair on Saturday,
October 22, from 9:00am to 1:00pm at the Andros Karperos Middle School in Yuba
City.

Helping Children Achieve Academic Success

We live in a time when success seems to be equated to being famous and making
lots of money. A large portion of our current society glorifies athletic superstars,
rock stars and singing divas, in spite of the fact that very few people can achieve
such stardom and wealth. Unfortunately, the education level of a person does not
seem to be held in high regard. The reality is that the level of education a person
achieves is what is most likely to correlate with success in society. Fortunately,
education in this country is available to everyone. It is never too late to learn
and achieve success.
Sutter County Museum - State of Emergency Exhibit

The new traveling exhibit State of Emergency: Disaster Response in California opens on Thursday,
October 6 with a program about Sutter County levees. The exhibit offers an historical
overview of the last century of California disasters and the development of the state's
Office of Emergency Services (OES). It surveys the last 100 years of California's
disasters beginning with the 1906 earthquake. In dramatic color photos, it chronicles
the past decade of disaster in California. The exhibit presents vivid images of this
period, starting with the 1989 Loma Prieta earthquake. During this time period, every
county in the state experienced at least one disaster.
New LIVE Television Show on Local Cable Channel 19

Toolbox For Tots: Parent Helpline is a new LIVE television show serving as a resource for parents. The program will air each Wednesday, beginning September 14 on local cable channel 19. The LIVE television program features professionals discussing a broad array of topics including early learning, health, language development, nutrition, interactive learning, holiday crafts, child development and local resource information. The LIVE format will provide viewers the opportunity to email or call in questions. Visit the Commission

Last week, four new cases of WNV were reported for Sutter County
bringing the total to seven.
West Nile Virus is a mosquito-borne disease that can cause debilitating
illness and death to humans, birds, horses and other wildlife. Although
no amount of mosquito control can eliminate diseases associated with
mosquitoes, experts recommend the following simple precautions:
- Eliminate all sources of standing water on your property
- Reduce time spent outside at dawn and dusk
- Apply insect repellant containing Deet
- Cover exposed skin - wear long sleeves and pants
Controlling your Portions in a Super-Size-It World

When McDonald's opened its doors in 1955, the original fast food meal came
in one size and contained 590 calories. Today, the average fast food meal
is about 1350 calories. It's not only fast food portions that have gone wild,
it's seen in all food types. From sodas to muffins to bagels to smoothies
and coffee drinks, our food portions have grown exponentially in the last
20 years.
The Sutter County Hepatitis C Clinic is finally Open!

The Sutter County Health Department is pleased to announce the opening of the
Hepatitis C Clinic that will serve the residents of Sutter County.
According to our latest statistics (2004), approximately 100 new cases of
Hepatitis C are reported. We do not know the “real” number of residents who are
infected with Hepatitis C since many are unreported. It is predicted that the
real numbers of residents infected with Hepatitis C is much higher. Commonly
reported are those persons who were infected with contaminated needles and those
who were Vietnam Veterans.
Sutter County Wins Gold at 2005 State Fair

Sutter County keeps up its winning tradition by once again taking the
Gold Ribbon for 1st place at the 2005 State Fair Counties Exhibits Competition.
Since 1995, Sutter County has participated and maintained a winning tradition in
the Counties Exhibits Competition at the California State Fair. The county exhibits
are awarded a Bronze, Silver or Gold plaque and rosette depending on the score received.
The exhibits are judged on Content, Marketability, Craftsmanship, Creative Use of
Products, Produce, Artifacts, Technology, Animation, Special Effects, Live Demonstration
and Experience.

California State Fair - August 12 to September 5, 2005

The California State Fair 2005 is already under way. This 152-year-old
extravaganza includes exciting exhibits, amazing attractions and live
entertainment. Check out the biggest Beach Party ever thrown in California's history!
The State Fair is being held at the Cal Expo fairgrounds. For the first time ever, the
California State Fair is expanding its schedule to 22 action-packed days
right through to September 5. Families, students, and everyone else will
have even more opportunities for a wonderful day out. Be sure to drop by
the Sutter County Exhibit and lend some local support!
Sutter County Museum - Elks at Large Exhibit

A treasure trove of vintage photos has revealed a glimpse of our
community over 75 years ago. A packet of negatives donated to the
Museum, when printed, gave us a photo record of activities of the
Marysville Elks Lodge in the 1920s and 1930s. The Elks were an
active lodge with a huge membership, so a look into their world is
a look into the social and fraternal life of our larger community.
Some of their activities took place in their building, which stood
on D Street where the Tower Theatre is today. The first floor was
rented to an undertaker, the second and third floors were used by
the Elks for their meetings and events, and, on the very top, was
a roof garden for alfresco events. This handsome building burned
in 1926, when the Atkins Theater next door caught fire.
The Elks at Large exhibit is up at the Museum through Sunday,
September 25.

Website Ranked in Top 10 for 3rd Consecutive Year

Based on a national survey conducted by the
Center for Digital Government
, the Sutter County
website was ranked 4th in the nation in the under
150,000 population category.
Sutter County's ranking is up two levels from the 6th place ranking
achieved for the 2004 survey. Additionally, the survey was based on
the County's prior website format. With the recent release
of the County's new website architecture that provides an even greater focus on online
services and ease of information access, the features and points that won
the County its recognition are even further enhanced and expanded.
The staff of the County's Web Technologies Group is honored and gratified to have
received this recognition for their efforts in developing the website. However, all the
employees of the County truly receive this award as a vast portion of the information
and services provided on the website are contributed by the various County departments.
Sutter County continues to endeavor in delivering easier and better online access to
information and services for its citizens and the surrounding communities in the region.

Sutter County 2004 Crop Report

Sutter County's gross agricultural production value for 2004 totaled almost $300 million
with rice, walnuts, peaches, almonds and tomatoes (canning) as the leading agricultural
products.
Although growers experienced some economic impacts tied to the weather as well as new
government regulations, agriculture continues to be a valuable asset to Sutter County's
economic base, as reflected in this crop report. Industries directly or indirectly tied to
agriculture benefited appreciably as the agriculture industry returned over $1.05 billion
to our local economy in 2004.
Combating West Nile Virus

According to the Mosquito and Vector Control Association of California
(
MVCAC), the West Nile Virus
is expected to hit California hard this year. West Nile Virus is a mosquito-borne disease
that can cause debilitating illness and death to humans, birds, horses and other
wildlife. It cannot be spread from person to person. In 2004, West Nile Virus killed 27
people in California and threatened the lives of hundreds of others with neuroinvasive
diseases like West Nile-related encephalitis and meningitis.
Currently in Sutter County, there are no cases of West Nile Virus in humans, horses, dead
birds, mosquito pools or sentinel chickens. Repellents are an important tool to assist
people in protecting themselves from mosquito-borne diseases.
Sutter County Museum - 'Structures of Utility' Photographic Exhibit

Looking ahead to summer, June will bring a new traveling
exhibit and an
interesting program by its creator. Structures of Utility is a collection of intriguing
black and white photographs by David Stark Wilson. The photographs represent buildings
that are purely functional, yer visually interesting - grain elevators, tank houses,
rice dryers, barns and other structures rooted in the land and its history. The program
will begin at 7:30 p.m. on Wednesday, June 1st. The exhibit remains through August 7th.
May is Disaster Preparedness Month

Governor Arnold Schwarzenegger proclaimed May as Disaster Preparedness Month on April 21, 2005.
The proclamation, along with an initiative by the First Lady, Maria Shriver, and the
State Office of Emergency Services reminds all Californians to be aware and prepare for
disasters.

Mental Health Services Act

Prop. 63, the
Mental Health Services Act, funded by a new tax on high income individuals,
is designed to expand and transform California’s County Mental Health service systems.
The State Department of Mental Health (SDMH) will contract with County Mental Health
Departments to develop, manage and implement the provisions of Prop. 63. The legislation
requires an intensive planning process by each county to develop proposals for
executing the purpose and intent of the Act.
County Mental Health Departments will expend funds made available through the Act towards
a state-of-the-art, culturally-competent system that promotes recovery through
independence, hope, personal empowerment and resiliency for adults and seniors with severe
mental illness and for children with serious emotional disorders.
Bright Futures wins National Award

On April 13th, Sutter County Supervisor Dan Silva, Program Manager Deborah Coulter RN, and program Staff
Bev Dal Porto and Rupi Dail traveled to Washington, D.C., to receive an Act of Caring award from the
National Association of Counties (NACo). An "act of caring" is a community service provided by a
county-sponsored volunteer program that enhances or preserves the quality of life. The awards program
is carried out by NACo, along with other partners, and honors the top county volunteer programs in the
country.
Bright Futures was one of the three counties
recognized in the Programs for Children & Youth category.
The Commission would like to acknowledge the commitment and enthusiasm of their volunteers for making
Bright Futures a success. The program has provided 774 children with health and developmental screenings
since its inception in March 2002. In addition to the volunteers local agencies actively assist Bright
Futures, the Commission would like to offer their thanks to Sutter County Schools, Sutter Yuba Mental
Health, Peach Tree Clinic Inc., Del Norte Clinic Inc., CTEC, Even Start, the Yuba City Mall and School
Readiness.
Mosquito Spraying Schedule - Public Service Announcement

Ronald L. McBride, manager of the Sutter-Yuba Mosquito & Vector District, reports
that in an effort to minimize the spread of West Nile Virus in the Sutter-Yuba area,
District personnel will begin ultra-low volume spraying commencing Monday April 4th.
Weather permitting, spraying by truck-mounted spray machines will be performed every
Monday and Thursday evenings starting at sunset and lasting 3 to 4 hours.
The District will also be conducting ultra-low volume aerial spraying for the
agricultural areas west of Yuba City on Tuesday evenings and north of Marysville on
Wednesday evenings commencing on April 5th and 6th respectively. Depending on the
weather, spraying will be performed every week starting at sunset and lasting 2 to 3
hours. The airplane will fly between 150 and 200 feet in elevation.

Classification and Naming of Peace Valley – April 8th, 2005

The California State Park & Recreation Commission has given notice that a hearing will be held
Friday, April 8th, 2005, beginning at 9:00 AM, in the first floor Auditorium of the State of
California Resources Agency Building, 1416 9th Street, in Sacramento. The hearing will be held
to allow the Commission to take public comment on the Department of Parks & Recreation’s
recommendations to name and classify the 1,785 acre property acquired by the State in 2003 as
“Sutter Buttes State Park.” A copy of the public notice and the report containing the

Bright Futures wins Act of Caring Award

The Sutter County
Children and Families Commission health screening project for children
under six years of age,
Bright Futures,
was recently notified that it had won an “Act of Caring Award” given by the National
Association of Counties. Each year the National Association of Counties, (NACO) gives 18
awards in six categories nationally for county government sponsored programs that utilize
volunteers to improve the efforts of county government. The Acts of Caring Awards recognize
the top county volunteer programs in the country. The awards program is carried out by the
National Association of Counties in partnership with Nationwide Retirement Solutions.
Sutter County Supervisor Dan Silva, Program Manager Deborah Coulter RN, and program Staff
Bev Dal Porto and Rupi Dail will attend the award Ceremony April 13, 2005 at the Rayburn
House Office Building in Washington DC to receive the award.
County Museum Exhibit - California Indians and the Gold Rush

March brings a new traveling exhibit to the
County Museum.
Discovery,
Devastation, Survival: California Indians and the Gold Rush opens on March 24th
and runs to May 15th. It explores the impact of the Gold Rush upon the native people
of North America.
A program to accompany the exhibit will be presented by history professor David Rubiales
from Yuba Community College. He will speak about the challenges faced by California's
native people as gold seekers poured into the gold country from all over the world. The
program will begin at 7:30 p.m. on Tuesday, May 3rd. Admission if free.

Notice is hereby given that sealed proposals shall be received for Lease of Photocopy Equipment until 9:30 a.m., Wednesday, February 23, 2005, by the County of Sutter, State of California, in the office of the Clerk of the Board of Supervisors, 1160 Civic Center Blvd., Suite A, Yuba City, California 95993, at which time they will be publicly opened.
Vendors utilizing mail services are encouraged to have packages delivered two business days prior to the proposal opening in order to allow for internal mail sorting, routing and delivery. Further, packages submitted via FedEx, UPS or other carrier service shall be enclosed in an envelope clearly marked PHOTOCOPY EQUIPMENT. It is the responsibility of the vendor to ensure proposals are in the custody of the Clerk of the Board of Supervisors at the designated time of opening. No late proposals, or those submitted via facsimile (fax), shall be accepted.
SCHD Parenting Workshops - 2005 Schedule

A new
2005 schedule of Parenting Classes has been issued by the Sutter County
Health Department. The classes are for Sutter County residents and are free of charge;
they will be presented by Behavioral Specialist Sharon Dowdall MA, MFT RN, PHN. A Spanish
interpreter is available. Child care is not provided.
Some of the topics to be covered include "Survival Skills for Parents",
"Infant and Toddler Development" and "Understanding Misbehavior".

County Museum - Love's Messenger Valentine Gift Bags

Look out; Cupid is drawing back his bow! Each year Valentine gift bags can
be ordered up to a month in advance from the Community Memorial Museum in
Yuba City. Each beautiful Victorian-inspired floral bag is full of goodies
and gifts to share with your loved one. The cost is $25.00 which includes
delivery on February 14 - delivery area is Sutter County and Marysville
proper.
A sample bag is on display at the Museum. Extra bags, if available, may be
